Central Coast Council invited the community to provide their feedback on the Draft Delivery Program 2022-2025 (the Program) between 20 December 2021 and 21 January 2022.
The Delivery Program (including the Operational Plan) details the actions that Council will take (through projects, programs and other activities) to deliver the Community Strategic Plan (CSP), One – Central Coast.
The Program is a three year plan that covers the 2022-23, 2023-24 and 2024-25 financial years. It has been developed in consideration of Council’s serious financial situation and will be used to support Council’s exploration of the options available to maintain its services and rates via the Special Rate Variation process with IPART.

Submissions were to be addressed to the Chief Executive Officer, Mr David Farmer between 20 December 2021 and 21 January 2022.

Outcomes of exhibition
Thank you to those who provided submissions and feedback on the draft Delivery Program (including Operational Plan). All feedback has been thoroughly reviewed and recommendations were made in a Council Report.
At the meeting of Council on 3 February 2022, Council considered submissions received during the public exhibition period and proposed amendments as a result of submissions or other means. The Delivery Program and Fees and Charge 2022-23 was adopted.
As also noted, Council will undertake another exhibition in May 2022. As Council has had to unavoidably exhibit these IP&R documents over the December 2021 and January 2022 holiday period. These documents do not come into effect until 1 July 2022 and given their importance, this will allow for further amendments, based on community need and new information coming to light, to be considered.
Will Council proceed with its application to IPART
Yes. At the meeting of Council on 3 February 2022, Council resolved to proceed with its application to IPART to secure the current rate income for a further 7 years.

What is the Delivery Program (Operational Plan)?
The Delivery Program 2022-2025 (including the Operational Plan) outlines how Council plans to deliver the strategic goals set out in the various plans including the Central Coast Regional Plan and the Community Strategic Plan.
The Program is aligned to the five themes of the Community Strategic Plan (CSP) and links to the Focus Areas and Objectives.
How does the Delivery Program 2022-2025 (including the Operational Plan) align with the other strategic documents such as the Resourcing Strategy, the Community Strategic Plan and the NSW Governments Central Coast Regional Plan?
The Delivery Program sets out the program of works that Council has prioritised to deliver over the next three financial years (2022-23 to 2024-25). It is informed by state level and local plans such as the Central Coast Regional Plan and the CSP.
In order to deliver the actions, projects, program and activities detailed in the Delivery Program, Council needs to ensure it has the resources to do so. The Resourcing Strategy details how Council will do this through its finance, people and assets.

An additional public exhibition period for the Delivery Program (Operational Plan) will be provided in May 2022 at which point a more comprehensive review will have been undertaken in consideration of the IPART Special Rate Variation determination.
