Community Strategic Plan and Local Strategic Planning Statement Review
Help shape the future of the Central Coast by sharing your lived experiences, values, and hopes for your community. Your feedback will ensure your values, priorities and vision are reflected in the review of two key documents; the Central Coast Community Strategic Plan (CSP) and Local Strategic Planning Statement (LSPS).
The CSP represents the highest level of strategic planning undertaken by a local council and identifies the main priorities and aspirations of the community, providing a clear set of objectives to achieve this vision. It is a ten-year plan for the future. The LSPS is a 20-year land use planning vision for the Central Coast Region, which identifies the long-term planning needs and priorities of the Central Coast community, including housing provision, environmental conservation, transport, servicing and infrastructure, open space and recreation, community services and other relevant planning considerations. Together, the CSP and LSPS help guide the delivery of social, environmental, and economic objectives of the community.
The inaugural CSP, One – Central Coast, was adopted in 2018 and has since highlighted our community’s vision for the region and the key objectives we can all work towards collaboratively to achieve over the next ten years.
The current interim LSPS was endorsed in 2020 to frame the future land use in the Local Government Area for the next 20 years. It explores how future growth and change will be managed and recognises the special characteristics that contribute to local identity.
The CSP and LSPS guide the present and the future of your Central Coast. As a result, invited you to have your say for these projects to portray your hopes and desires for the community. Both documents need to be reviewed and refreshed with our community’s input and feedback guiding the outcome.

Consultation results
Thank you for letting Council know what is important to you so we can ensure the final Central Coast Community Strategic Plan (CSP) and Local Strategic Planning Statement (LSPS) reflect the values of our community. Council have developed an engagement summary which you can view here.
We also conducted a Central Coast-wide survey from 8 April to 13 May 2024 to understand our community’s perception of their own wellbeing and quality of life. Results from this consultation were also used to shape the CSP and LSPS. View the Wellbeing Survey information here.
Closing the loop
Following the feedback received during public exhibition, Council staff reviewed all submissions and prepared a report on the outcome of the public exhibition process for Council's consideration. Central Coast Council is reaching out to our community members to seek input and feedback that will help inform the revision of two key documents, the Community Strategic Plan and the Local Strategic Planning Statement.
The Community Strategic Plan (CSP) represents the highest level of strategic planning undertaken by a local council and identifies the main priorities and aspirations of the community, providing a clear set of objectives to achieve this vision. It is a ten-year plan for the future.
Council has a custodial role in engaging, refining and preparing the plan on behalf of its community. Council must always keep the CSP at the forefront when planning, designing and implementing projects, to make sure it is delivering on the Community’s desires and needs.
The inaugural Community Strategic Plan, One - Central Coast, was adopted by Council on 25 June 2018.
The Local Strategic Planning Statement (LSPS) is a 20-year land use planning vision for the Central Coast Region, which identifies the long-term planning needs and priorities of the Central Coast community, including housing provision, environmental conservation, transport, servicing and infrastructure, open space and recreation, community services and other relevant planning considerations. Strategic plans and planning proposals must align with the planning priorities and actions provided in the LSPS.
The LSPS will also respond to the goals and directions identified in state planning documents and policies. All Councils are required to prepare an LSPS under Part 3 of the Environmental Planning and Assessment Act 1979.
An engagement report will be published on Your Voice Our Coast (YVOC) in June 2024 outlining the key findings from the survey and any other engagement activities that are undertaken for this project.
Absolutely! Councillors are the community advocates and representatives. In partnership with the community Councillors will contribute to development of these documents, ensuring they reflect as closely as possible the needs and desires of our community.
Early 2025 is the target period the CSP will go on public exhibition. This will give the new Councillors the opportunity to collaborate with the community, consider their wishes and aspirations, and make amendments as required.
The LSPS will work toward a similar timeframe for exhibition to allow the community to provide feedback on both of these key strategic documents, and to reduce consultation overlap.
In accordance with the Local Government Act 1993, the CSP must be adopted by 30 June in the year following a local government election. As per this legislation the CSP will be adopted by 30 June 2025. The LSPS will be adopted alongside the CSP subject to endorsement from the State government.
Councils are required to undertake a review process every 4 years to assess how effective the CSP is in achieving its objectives in line with the local government election cycle. This review will help identify the community’s current vision, aspirations and priorities.
